News Category: State of hte Waste Industry New Research In To The Effect Of Landfill Bans 29 October 2009
Defra has released the final report of research, undertaken through Green Alliance,
in to the effect of landfill bans currently in place internationally. The report,
covering Austria, Germany, Sweden and the Netherlands, as well as Flanders (Belgium)
and Massachusetts (the US), outlines how each has implemented bans on the landfilling
of certain materials and their effects.
Recycling, composting and (in some cases) incineration rates increased post-landfill
ban. However the bans were always one of a range of regulatory, fiscal and other
measures and the report acknowledges the difficulty of determining the true
effect of a landfill ban. The research highlights a number of practicalities
for UK policymakers to consider, including: clear signals that there will be
a ban or restrictions; sufficient lead in times; a simple compliance system;
a clear view of the overall objectives; effective supporting instruments; resources
for enforcement; and public support. The report suggests further research will
be required in these areas.
