A recent ban on plastic bottles being disposed of in landfills has waste hauliers asking how they became recycling enforcers. North Carolina legislated for the ban in 2005 but delayed implementation until now. While there are no penalties in the law, officials are invoking their own code to fine waste hauliers up to $600 a load for repeated infractions. This has been heavily criticised by local waste hauliers who state that they do not have the tools to do the job and the new scheme costs them financially without bringing them significant benefits.
